Port Safety

The safety of port operations and port traffic is the responsibility of all organizations operating in the Port of Duisburg. The most important rules and regulations applicable to safety and similar matters are summarized below.

Operations in the Port of Duisburg are governed by the following::

Further requirements are imposed on Port operators by their leases. Important individual requirements are summarized below.

Cleaning and Removal

All traffic areas such as roads, footpaths, stairs, embankments and railroad facilities on or adjacent to sites must be kept clean at all times.

Cleaning obligations include winter service obligations. Snow must be removed promptly from all traffic areas including areas exclusively used by pedestrians and slippery traffic areas must be strewn. Traffic area maintenance obligations are governed by the street maintenance ordinance of the City of Duisburg. Snow removed from railroad crossings may not be pushed into adjacent tracking. Rail grooves must always remain clear of snow and ice.

Objects and substances which drop into or enter Port waters during cargo transfer or other operations and present a risk to shipping or reduce water depth must be removed promptly. Cargo which drops into Port waters may only be lifted from the water in the presence of a supervisor assigned to the operation by dfl (tel. 803-233), since improper work may cause scouring or damage to embankments.

If an organization is unable to comply with its cleaning and removal obligations promptly and the delay is the cause of an imminent risk, it must warn everybody exposed to the risk immediately and notify the Port Authority (tel. 803-202) without delay.

Sewage treatment facilities and grease and oil separators must be cleaned regularly at intervals of no more than six months and cleaning operations must be documented.

Impacts on the environment must be minimized. Critical operations include careful handling of water-polluting substances, the protection of soil, ground water and surface water against contamination and the proper disposal of industrial waste and garbage. Port operators are responsible for the proper disposal of waste and garbage dumped by others on their sites.

Storage

No objects whatsoever may be stored on tracks, roads and footpaths, craneways and crane platforms. The minimum clearance between objects close to railroad tracks and the track centerline is 2.40m (Section 28 of Allgemeine Hafenverordnung).

If objects and in particular water-contaminating substances are stored in areas which may be flooded, early precautions are required to avoid water and soil contamination in the event of flooding.

Heavy loads and mobile equipment such as mobile cranes must comply with embankment load limitations. Loading must be agreed with the Environmental Management Department of Duisburger Hafen AG (tel. 803-286).

Utility facilities such as light poles, cable vaults water valves, hydrants, meter vaults and meter cabinets and drainage system coverings must not be blocked.

Road Vehicles

Vehicles may only be loaded or unloaded at storage sites, at warehouse loading platforms and, with appropriate permits, in paved track areas during fixed loading and unloading hours. Storage site areas on which road vehicles move must be paved and cleaned regularly to prevent cargo residue and dirt from being carried on to access roads.

Vehicles may only be parked on roads outside warehouses, offices or other buildings, if parking does not block through-traffic or interfere with safety. No stopping requirements must be complied with at all times. Vehicles may not be parked close to tracks (2.50m from track centerline) and may not move across railroad switches. Where necessary sites must feature car parks to avoid obstructions of moving traffic by parked vehicles.

Water Vehicles

Both ship masters and port operators must make sure that vessels and in particular push or tow barges are properly moored. Stairs and tracks may not be used for mooring. Mooring lines must be checked regularly and tension must be adjusted to changes in water level and draft during loading and unloading operations.

Cranes may not be used for warping.

Bahnbetrieb

Railroad freight cars may not be moved by industrial trucks not designed and approved for the application. Cars may only be moved by crane if a rope with an overload protection system approved for the application and attached to the crane carriage is used. Crane tackle may not be used to move railroad freight cars.

Railroad freight cars moved by site operators must be returned beyond yard oards and securely blocked.

Stationary railroad freight cars must be blocked by handbrakes or skid-pans or drag-shoes provided by the site operator. Other means such as timber or metal parts may not be used for blocking freight cars.

Switches moved manually must be returned to their base positions with switch blade tips fitting tightly against the rails. Manually operated switches may not be opened by rolling stock.

Site operators are responsible for the safety of their staff while moving freight cars.

Unloaded freight cars must be cleaned carefully removing all residual cargo, locked and fitted with all loose accessories as required for safe operation.

Any damage to freight cars, any derailing incident and any defect of track systems or signaling equipment must be reported promptly to the operations supervisor. Freight cars may not be re-railed by site operators.

Crane work outside regular loading hours during railroad operating hours must be reported to the operations supervisor.

Cranes may not be moved over freight cars being classified. Stationary cranes must be secured and stationed outside the area marked by yard boards.

Early notice of work in track areas must be given to the Railroad Infrastructure Department (tel. (+49)203/803-323).

Freight cars will not be moved on flooded tracks.

Other Requirements

No open fires are allowed in the Port.

The prior written authorization of Duisburger Hafen AG is required for building, changing, demolishing or dismantling structures and for soil exploration work.

Any damage to port facilities must be reported promptly to dfl (tel. (+49)203/803-233).
